SUBJECT:
APPLICATION FOR PROPOSED AMENDMENT 146 DATED JUNE 13, 1986 In the subject application, you proposed deletions / revisions to the Rancho Seco Technical Specifications in accordance with NRC's recomendations made in Generic Letter 83-43, dated December 19, 1983.
The generic letter identified the following revision that should be made to the " Definitions" section of Technical Specifications:
j 1.0 DEFINITIONS Delete the term, " REPORTABLE OCCURRENCE".
Add the term, " REPORTABLE EVENT" with the following definition:
1 "A REPORTABLE ~ EVENT shall be any of those conditions specified i
in Section 50.73 to 10 CFR Part 50.

1 However, you proposed to retain the existing Technical Specifications definition title " Licensee Event Reports" and revise the body of the definition utilizing the generic letter wording i.e.,
1.8 LICENSEE EVENT REPORTS A reportable event shall be any of those conditions specified in Section 50.73 of 10 CFR Part 50.
r We find this proposal unacceptable based on the fact that the definition as proposed is defining a " REPORTABLE EVENT" and not a " LICENSEE EVENT REPORT."
A " Licensee Event Report (LER)" is the document transmitting the reportable event description to the Comission. Retention of the "LER" definition title apparently occurred due to the term "LER" being used elsewhere in the
" Administrative Control" section of the Rancho Seco Technical Specifications.
