Compensatory Measures Evaluation Summary - Appendix R Re: Big Rock Point Plant During the week of December 1, 1785, Region III conducted a Fire Protection Appendix R inspection at Big Pock Point. At the conclusion of the inspection the following areas and/or items were not conclusively determined to be in compliance with Appendix R:

1. Control Room
2. Screen House
3. Emergency Liahting
4. Protection of the Reactor Recirculation Pump On March 31, 1986, Consumers Power Company (CPC) met in Bethesda, Maryland, with NRR and Region III to discuss the results of the Appendix R inspection; An agreement was reached with CPC that for all areas and/or items which could not be determined to be in compliance with Appendix R, CPC would propose com-pensatory measures until a time when CPC could show compliance with Appendix R or make additional modifications to meet Appendix R.

By letter dated April 14, as revised April 23, 1986, the licensee proposed compensatory measures in the above areas until final resolution of each area and/or item was reached. The compensatory maasures included a 30 minute rovina watch in the control room, a temporary fire barrier and a 2-hour rovina fire watch in the screen house, new control procedures for the activation of the suppression system protecting the Recirculation Pumps, and additional dedicated portable lighting units will be made available to operators for manual actions required to achieve hot shutdown.

All procedures and training required for the fire watches for each area men-tioned above have been completed. The fire watches will identify an indication of fire, smoke, or burning and will immediately notify control room operators.

The fire watches have been trained in the use of portable fire extinguishers.

If a fire shculd occur within any area monitored by the roving fire watch patrols, there is reasonable assurance that the fire will be detected in its incipient stace before significant flame cropagation or temperature rise occurs.

. g The roving fire watches, with the aid of temporary barriers in the screen house, will be capable of controlling or suppressing the fire, there by ninimizina damage, pending arrival of the fire brigade. In' addition, the staff finds the established procedures for the recirculation pumps and the temporary lights as adequate compensatory measure until final resolution of these items is reached.

On May 8, 1986, NRR and Region III personnel met at the Big Rock Point site to further review compliance of the control room with Appendix R. As a result of the meeting, the staff reached a preliminary conclusion that CPC had performed an adequate evaluation of the control room for Appendix R and, that the protec-tion provided for the control room was in compliance with Appendix R. CPC committed to docket additional information concerning the control room, which will allow the staff to reach final resolution of Appendix R compliance for the l Control Room. In addition, NRR staff members recommended to CPC that the roving fire watch for the control room should be discontinued. By letter dated May 9, l

1986, CPC informed NRC staff that the compensatory measures for the control room i would be discontinued. Our staff finds this acceptable. In addition, CPC indicated that exemptions from Apoendix R for the screen house, recirculation pump oil collection systems, and emergency lightino would be submitted on June 1, 1986.

Based on the compensatcry measures presented above and the current status of the fire protection program at Rig Rock, the staff concludes that the licensee has provided a sound rationale for operation until final resolution of Appendix R for the control room, screen house, recirculation pump rooms, and emergency lighting, has been reached by the staff.
