~This letter refers to a routine safeguards inspection of your activities authorized under NRC License No. SNM-1227 conducted by Messrs. G. B. Nelson
.and A. V.~Wieder of this office on July 31 through September 5, 1986..It also 3-t refers to the discussions of their inspection findings with members of Exxon Nuclear Company management and staff on August 8, 1986.
u The inspection included examination of activities related to your program for the control and accounting of special nuclear material in accordance with applicable requirements of Title 10, Code.of Federal Regulations, Part 70,.
" Domestic Licensing of Special Nuclear Material," and pertinent license.

' Based on the results of this inspection, it appears that certain of your.
activities were not conducted in full compliance with NRC requirements, as set forth in the Notice.of Violation enclosed as Appendix A to this letter. -The items have been categorized into a severity level as described in the NRC Enforcement Policy, 10 CFR Part 2, Appendix C.
We-are concerned about the repetitive violation and the implementation of a management control system that allowed a violation to recur. Therefore, in response to this Notice your reply should also describe in detail those actions either taken or planned to be taken that will improve the effectiveness of your management control system.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title ~10, Code of Federal Regulations, documentation of the findings of your control and accounting procedures for safeguarding special nuclear material are exempt from public disclosure; therefore, the enclosed inspection report, the enclosed notice of violation and your response thereto will not be placed in the Public Document Room.
