EVALUATION OF THE FIRST 10 YEAR INTERVAL INSPECTION PROGRAM -

PLAN REQUESTS FOR RELIEF PT-004, PT 005, AND PT 006 FOR PERRY NUCLEAR POWER PLANT, UNIT NO.1 (TAC NO. M97694)

Dear Mr. Myers:

By letter dated January 7,1997 (PY CEl/NRR 2125L), as supplemented by letters dated February 12 (PY CEl/NRR 2136L) and July 2,1997 (PY CEl/NRR 2177L), Centerior Energy Corporation requested approval for Reflef Requests PT 004, PT 005, and PT-006 relating to the first 10 year interval inservice inspection (ISI) program at the Perry Nuclear Power Plant. Relief Requests PT 004, PT 005, and PT 006 request implementation of the alternative rules of ASME So#er andPressure VesselCode (the Code), See: tion XI, Code Case N 4981, " Alternative Rules for 10 Year System Hydrostatic Testing for C uss 1,2, and 3 Systems"; Code Case N 522, " Pressure Testing of Containment Penetration Piping";

and Code Case N 546, " Alternative Requirements for Qualification of VT 2 Examination Personnel,Section XI, Division 1"; respectively.

The staff has completed its feview and concluded that for Relief Request PT-004, imposing the Codo requirements would result in a burden without a compensating increase in quality and safety. Therefore, pursuant to 10 CFR 50.55ala)(3)(ii), the alternative contained in Relief Request PT 004 is authorized.

For Relief Requests PT-005 and F ' 006, the staff concluded that the proposed alternatives provide an acceptable level of quality and safety. Therefore, the proposed alternatives contained in Relief Requests PT 005 and PT-006 are authorized pursuant to 10 CFR 50.55ala)(3)(i).

Your proposed alternative to use Code Cases N 4981, N-522, and N 546 are authorized for the Perry Nuclear Power Plant until such time as the code cases are included in a future revision of Regulatory Guide 1.147. At that time, you are to follow all provisions in Code Cases N-4981, N-522, and N 546 with limitations issued in Regulatory Gt.ide 1.147, if 1
