,, I approve the staff's recommendation to grant exemptions to 10 CFR 20.1401(b)(3) for the sites listed in SECY 99-195. I reiterste the concern i expressed at the July 29,1999 Commission meeting regarding the need for timely notification of the Commission when difficulties are encountered by the staff in meeting Commission requirements.

STAFF REQUIREMENTS - SECY-99-195 - NOTATION VOTE ON AN EXEMPTION FOR DECOMMISSIONING MANAGEMENT PROGRAM SITES WITH DECOMMISSIONING PLANS UNDER NUCLEAR REGULATORY COMMISSION REVIEW AND ELIGIBLE FOR GRANDFATHERING, PURSUANT TO 10 CFR 20.1401(b)(3)
The Commission has approved the staff's recommendation to issue an exemption to 10 CFR
. 20.1401(b)(3), extending the August 20,1999, deadlin6 to August 20,2000, as described in SECY-99-195. 1 The issuance of the exemptions should not be carried out by Orders, as the paper suggests, but rather by issuance of letters to licensecs informing them of the exemption granted.
The Commission reitera%3 its concern expressed at the July 29,1999, Commission meeting regarding the need for timely notification of the Commission when difficulties are encountered by the staff in carrying out agency policies and meeting Coramission requirements.
