SUBJECT: NRC INSPECTION' REPORT NOS. 50-338/86-27 AND 50-339/86-27 -

Thank you for your response of January 19, 1987, to our Notice of Violation,

issued on December 19, 1986, concerning activities conducted at your North Anna

facility. We have evaluated your response and found that it meets the

requirements of 10 CFR 2.201. We will examine the implementation of your

corrective actions during future inspections.

In your response, you provide clarification of a statement made in the

Inspection Report that you did not have routine audits scheduled for health

physics activities other than audit of the Process Control Program, which

included various aspects of auditing the Transportation Program. You stated

that you scheduled and performed audits in the areas of radiological

environmental monitoring, offsite dose calculation manual and implementing

procedures, process control program and training and qualification of personnel

in these areas. Although we agree that the audit areas you referenced are

health physics activities, the purpose of the statement was to note that many

significant areas such as radiation exposure control, radiation work permits,

contamination control, and the respiratory protection program had not been

included in an audit in 1986 or scheduled for audit in 1987.

You also provided clarification of a statement that you had not established a

schedule for surveillances. Although most reactor licensees do prepare

surveillance schedules in advance, we understand your position and have no

further comments.
