Daltroff Vice President Electric Production 2301 Market Street Philadelphia, Pennsylvania 19101 Gentlemen: Subject: Combined Inspection Report Nos. 50-277/86-18 and 50-278/86-19 A routine radiation safety inspection was conducted by Mr. T. Dragoun ar.d Mr. A. Weadock of this office on September 8-12, 1986 at the Peach Bottom Station. Areas examined included organization and staffing, routine radiological surveys, fuel pool diving cperations, and follow-up on an allegation concerning an altercation between personnel in a radiation area. As a result of this inspection one violation was identified - failure to follow station procedures relative to reporting and investigating the altercation. You are required to respond to the violation in enclosure Appendix A by following the instructions included in Appendix A. When you have reviewed the attached report and the NRC Investigation Report 50-278/85-019 transmitted to you by letter dated September 22, 1986, and are prepared to discuss their findings, please contact us for the purpose of scheduling an enforcement conference. During this meeting, it is expected that you will be prepared to address program weaknesses associated with the imple- mentation of station procedures (A-86) and your corrective actions to improve your program for self identification, correction, and preventing recurrence of radiological control problems. As discussed in Section 4 of the attached inspection report, our inspectors identified several problems in your routine radiological surveys program.
