- responding to the proposed sampling criteria included in our August 5,1997 submittal. In response to your letter, we offer the following responses and clarifications:

Clarification of two-level procesa for review of tubing stress calculations and vent and drain stress calculations:
The proposed two-level review process for the review of tubing stress calculations and vent'and drain stress calculations is slightly different than the two-level review process for large bore stress calculations. The first level of the two-level review process for tubing stress and vent & drain stress calculations includes a detailed review of the implementing procedures'and critcria, NETM-24 and NETM-25, for adequacy to code, design and -
licensing basis requirements. The second level includes a detailed review of10% of the
- total population of tubing stress and vent and drain stress calculations.

Response to NRC comment I regarding selection of 10% sample:
