Gentlemen:

This refers to the routine safety inspection conducted by NRC inspectors,
.M. M. Holzmer, L. E. Kanter and J. N. Kish of this office on February .15
through April 14, 1986 for activities at the Zion Nuclear Generating Station,
authorized by Licenses No. DPR-39 and No. DPR-48 and to the discussiori of our

findings with Mr. G. Plim1 at the conclusion of the inspection.
In addition,
this documents an enforcement conference held on March 31, 1986, in the
Region III office among you and members of your staff and Mr. A. B. Davis
and members of this office in regard to the inoperability of the 1B auxiliary
feedwater pump from December 21, 1985 through January 12, 1986.
The enclosed copy of our inspection report identifies areas examined during.
the inspection. Within these areas, the inspectioti consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written response
is required.
In addition to the response required by the enclosed Notice of Violation (NOV),
we request you also provide a summary of the actions you have taken to addresco
plant operation with a nonconservative setting of the Negative Flux Rate Trip
in the reactor protection system.
As part of this response, we request you
describe the actions you intend to take to address the generic concern of
proper protection system setpoints with respect to other Commonwealth Edison
Plants, as identified by your staff.
The requested information may be
submitted separately from the NOV response but should be sent to us no later
than June 30, 1986.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
