Dear Dr. Siegel:
On August 24, 1995, two Nuclear Regulatory Commission staff members visited your program entitled:
' Basic Sciences in the Clinical Practice of Nuclear Medicine.' As advertised, this program was designed to meet the requirements listed in 10 CFR 35.920(b), which requires 200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br /> of classroom and laboratory training.
However, the staff found that the Cooper Hospital / University Medical Center program consisted of 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> of classroom instruction and 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> of graded homework.
The NRC will consider alternative methods of training, consistent with current approaches to fonnal collegiate level training and available information technology to meet the requirements in 10 CFR 35.920(b), e.g., video lectures, workbooks, tutoring, computerized disks, and other off-site training modalities. There may be circumstances in which homework could be an appropriate alternative for parts of the required classroom and lab training.
However, after careful raview and consideration, we do not believe that 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> of homework is equivalent to 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> of classroom and laboratory training. For example, in this case, the homework assignments did not appear to focus on the subject matter there specified, for example, basic radioisotope handling techniques appitcable to the use of prepared radiophannaceuticals, generators, and reagent kits or radiation protection,
.but rather were related to different imaging systees (e.g., magnetic resonance imaging, computerized tomography. etc.).
In addition, there is no mechanism for ensuring that your students....a actually devoted 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> to completing the homework assignment. The purpose of the required classroom and la mratory training is to provide the student with instruction relevant to the required suW-t matter sweified in 10 CFR 35.920(b)(1)(1) through (v), and the 4
assigned.homewori does not appear to satisfy this objective.
