Dear Mr. Denton:

'l Reference (a) transmitted an Order confirming Commonwealth Edison l Company's commitments made in response to Generic Letter 82-33. Included i among these commitments was a review of Regulatory Guide 1.97 to determine j its applicability to Zion Station's emergency response facilities and the main control room. In addition, Commonwealth Edison Company has performed a study of the integration between the requirements of Regulatory Guide 1.97 and the ongoing human factors review effort. This submittal is providing a schedule for the implementation of the necessary modifications as required by reference (a). The need for these modifications is discussed in the enclosed-report and reference (d). Both of those sources are reviewed below.

t Enclosed with this letter are three copies of " Human Factors Integration of Zion Nuclear Generating Station, Regulatory Guide 1.97 Program". This report reviewed the availability and suitability of the .,

Regulatory Guide 1.97 instrumentation and ensured that it was consistent with the applicable human factors criteria. Appendix D of this document identifies the discrepancies that require correction. The schedule for these corrections will be integrated into Commonwealth Edison Company's overall Detailed Control.

Room Design Review (DCRDR) schedule as discussed-in references (b) and (c).

These two submittals provide a schedule expressed in terms of either the first or second refueling outage following NRC approval of Zion's DCRCR plan. ,

. Reference (d) identified the Regulatory Guide 1.97 instrumentation for Zion Station. Included in Reference (d) was an identification of the instrumentation that required modifications. The following instrumentation -

was identified as requiring alteration.

1) Refue' ling Water Storage Tank Level
2) Core Exit Thermocouples
3) RCS Subcooling
4) Condensate Storage Tank Level
5) Containment Isolation Valve Position Indication The implementation schedule for items 2 and 3 above has been Previously established in reference (e). Reference (e) provided Commonwealth Edison Company with the NRC's SER regarding NUREG-0737, Item II.F.2. The '

coaunitment dates described are listed below.

Unit 2, July 1 1987, Unit 1 during the Fall 1987 refueling outage.

The remaining three items discussed above will be addressed in the first refueling outage following NRC approval of Zion Station's Regulatory-Guide 1.97 submittals. In addition, an approximate nine-month lead time has been established to ensure that Commonwealth Edison Company can adequately plan for these refueling outages. This is consistent with the implementation schedule established for the DCRDR effort at Zion Station as discussed in references (b) and (c). '
