SAFE'IY EVALUATION REPORT: APPLICATION DATED JULY 29,1999 NAME CHANGE BACKGROUND
' By letter dated June 23,1999, the Nuclear Regulatory Commission (NRC) consented to the ownership transfer of Materials License SNM-1067, from Combustion Engineering, Inc., to ABB Combustion Engineering Nuclear Power, Inc. By application dated July 29,1999, the licensee submitted an amendment request to change the licensee's name and to incorporate the date June 18,1999, for decommissioning financial assurance. The decommissioning finr Si assurance was accepted by the NRC on June 23,1999.
DISCUSSION The requested changes described above do not result in any changes to the licensee's operations or in the existing safety requirements. The licensee's request is acceptable.
ENVIRONMENTAL REVIEW These changes are considered administrative in nature. The staff has determined that the proposed changes do not adversely affect public health and safety or the environment and ere categorically excluded from the requirement to prepare a site-specific environmental assessment. Therefore,in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.
CONCLUSION The NRC staff has reviewed the proposed amendment and has determined that the proposed changes will have no adverse effect on the public health and safety or the environment.
. Therefore, approval of the amendment application is recommended.
The Region I inspection staff has no objection to this proposed amendment.
