Georgia Power Company's (GPC) l etter of July 18, 1986 requested Technical Specifications changes for Plant Hatch Unit 2 to support replacement of analog transmitters with transmitters of a different type.
This letter provides additional information in regard to that submittal and is provided in response to an NRC verbal request by Messrs.
G. Rivenbark and T. Collins.
Change 4 (Enclosure 1) of the subject GPC letter proposes to lower the allowable value for the RHR-LPCI and core spray low reactor pressure permissives, which open the injection valves, from 422 psig to 390 psig.
General Electric has provided a report, MDE-263-1185 (Appendix A to of the subject letter) specifying that the change to the low pressure injection permissive would not have a "significant" effect on peak clad temperature (PCT) for the Ifmiting design basis accident.
Since PCTs for certain fuel types and exposures are presently at or near the 22000F,10 CFR Part 50, Appendix K limit, GPC was requested by NRC to provide clarification that the proposed change would result in the 0
calculated limiting PCT remaining at or below 2200 F, when calculated pursuant to approved Appendix K models.
GPC has requested and received documentation to this effect from General Electric Company.

Muller, Project Director BWR Project Directorate No. 2 September 26, 1986 Page Two General Electric has provided that "not significant", as defined on pages 9 and 11 of MDE-263-1185, means that the calculated MAPLHGR limits for Plant Hatch Unit 2 would not change and the calculated limiting PCT would remain at or below 22000F.
