o tilC SPECIAL REPORT IA CITY WATER STORA TATE INOPERABLE FOR A PERIOD GREATER TAHN IS ALLOWED BY TECHNICAL SPECIFICATIONS At 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br /> on January 3,1987, the l A City Water Storage Tank (CWST) was declared inoperable offer being removed from service to perform necessary maintenance on the tank., To complete the needed repairs to the tank took longer than the seven (7) day limit allowed by Technical Specifications. The repairs were completed by January 27,1987 as scheduled with no delays.

An inspection of the I A and IB CWST revealed corrosion pitting was taking place on'the interior shell of the tanks due to o deterioration of the protective point system. The protective point coating is beginning to deteriorate and small areas of bare metal are exposed to the environment. The metal in these areas begins to corrode when in contact with water because of the electrochemical reaction that takes place. This has resulted in the pitting seen in the tanks. Even though the extent of the pitting is not of any immediate concern for the structural integrity of the tank, it was recommended to repair the tanks protective point system to prevent further corrosion from taking place.

In accordance with the St. Lucie Unit I and Unit 2 Technical Specification 3.7.ll.1, this Special Report is being submitted to notify the NRC that the l A CWST has been inoperable for greater than the allowed 7 day period. The reason for exceeding the allowed 7 day period was due to the repairs not being able to be completed in less than 24 days. The IB CWST remained operable to supply the redundant fire suppression system.

FPL plans to repair the protective point coating on the IB CWST in the near future and will submit the required special report at that time.
