By letter dated March 13, 1984 (reference a), we transmitted to you a list of-P recomended fire protection modifications intended to reduce the chance of a L<
significant fire to as low a level as practicable. 'The list resulted from an R
NRC consultant's review of your revised fire hazards analysis of June 15, 1982-

(reference b), as well as a site audit conducted between November 29 and M
December 3, 1982. By letters dated April 13, June 29, November 2, and T;
December 31, 1984, (references c, d, e, and f, respectively) GPUN responded to f
the. staff's recomendations.
Included in reference e was an update to the J
Fire Protection Program Evaluation (FPPE) for Unit 2.
Based on.the length of
,7 time since the submissions of your updated progra and the changing nature of M
the cleanup, it was determined that an adequate evaluation of your program p"-
would require a site visit by a staff fire prote: tion en91neer. Between 4
November 12 and 14, 1986, our staff fire protection engineer acccmpanied his counterpart within your organization on a tour of the THI Unit 2 facility.
E All areas of the plant that contain systems required to maintain the plant in n
the current shutdown mode were audited. The staff also reviewed GPun's Y
pre-fire plans, post-fire procedures, procedures for control of combustibles.

LBased on this review,-the November 12 - 14, 1986 audit and subsequent discussions and plant visits by our respective licensing staffs, we find the:
- e TMI-2 fire protection program to be acceptable with the following changes:
1.
Prepositioning of additional length: of fire ' hose within the containment so that the fire brigade could rapidly extinguish any fires on the 347
elevation.-
Installation of fire detectors within the decontamination room in the 2.'
auxiliary building on the-328'selevation. The detectors should be wired into the existing detection system and conform to the National Fire
. Protection Code s 72-e.
3.
. Installation of additional fire detection capability in the storage area on the 305' elevation of the auxiliary building (Eurns and Roe, Inc.
drawing 3183, sheet 5, revision 6,. at the approximate location A63-AJ).
4 The detectors should be wired into the existing detection system and conform to the National Fire Protection Ccde 5 72-e.

201' elevation of the fuel handling building or removal of the enclosure.
The detectors, if installed, should be wired into the existing detection system and conform to the National Fire Protection Code 9 72-c.

Installation of fire detection within the corridor-like area on the 328
elevation of the fuel handling building, contiguous to the annulus area of containment. Alternatively submit to the NRC a revision to the FPPE for regulating and limiting combustibles in this location to a type and quantity that would be insufficient to fuel a significant fire.
2 We are aware that item 1 above has already been implemented and prepositioned hoses are in the containment.
Items 2 through 5 above require implementation and have been previously discussed with your staff.
Your schedule for implementing these changes should be submitted no later than 30 days from receipt of this letter.
Final spproval of your FPP2 for T!!I Unit 2 is contingent upon implementing the changes specified above.
