Case, Deputy Director, Office of Nuclear Raactor Regulation WPPSS 3 AND 5 SEISHOLOGY AND GEOLOGY REVIEW Carl Stepp and David Budge conducted the Seismology and Geology review of the WPPSS 3 and 5 plant site. During the acceptance review, David Budge contacted Howard Gower of the USGS who is heading an environ-mental mapping program in the Puget Sound area. Gower recommended Weldon Rau of the Washington State Geological Survey as being the geologist most knowledgeable about structure and stratigraphy of the WPPSS 3 and 5 region. Therefore, we contacted Rau and discussed the review problema of the site with him. He accompanied David Budge on visits to the site on three occasions and provided some recommended questions or requests for additional information for the applicant.

We believe that with his input we were able to satisfactorily determine the geological relationships in the site area and feel confident in our review.

The seismological review was' conducted independently by Carl Stepp. The maximum historic earthquake in the Puget Sound area produced an intensity 8.

This earthqu3 e if assumed at the site would result in an 0.25g acceler-k ation. We sdeepted the applicant's proposed acceleration for seismic design of.?2. It is our view that this value is near an upper bound 3

for the site.

The concerna of the ACES are not clear to us.

If they feel that the acceleration fer seismic design is not adequate, we feel that they should indictite to us from the knowledge of their consultants what causes their concern. We would, therefore, value discussion of their review and their reconunendations for more conservative assessment of l

the geologic and seismologic conditions of this site, if they feel a more conservative assessment is warranted.
