This refers to the special safety inspection conducted by Messrs. W. G. Rogers
and M. E. Parker of this office on October 17, 1986 through February 3,1987,
of activities at Fermi 2 authorized by Facility Operating License No. NPF-43
and to the discussion of our findings with you at the conclusion of the
inspection.
The inspection focused on the circumstances surrounding the failure to meet
five surveillance requirements and a limiting condition for operation on two
occasions. Additionally, we are completing an NRC review of two additional
issues involving the inoperability of _the thermal recombiners and the
containment airlock. These latter issues will be documented in subsequent
inspection reports.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
We are releasing this report at this time for your information.- We will be
contacting you shortly, to schedule an enforcement conference. You will be
notified by separate correspondence of our decision regarding enforcement
action based on the findings of this inspection.
No written response is
required uqtil you are notified of any proposed enforcement action.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, and the enclosure, will be placed in the NRC Public Document
Room.
