PILGRIM STATUS REPORT FOR THE PERIOD SEPTEMBER 11 -
SEPTEMBER 24, 1986 Enclosed is the Pilgrim weekly status report from the NRC Resident Office at Pilgrim. Two NRC Resident Inspectors monitored routine activities at the -
plant during the report period.
The reactor remained in cold shutdown through-out the period for maintenance.
These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.
Subsequent in-spection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD SEPTEMBER 11 - SEPTEMBER 24, 1986 1.0 Plant Status As of 8:00 a.m. on September 24, 1986, the reactor was in cold shutdown with reactor coolant temperature at approximately 100 degrees Fahrenheit.
2.0 Facility Operations Summary The plant has been shut down for maintenance, and to make program improve-ments since April 12, 1986.
Boston Edison announced on July 25, 1986 that the present outage will continue until early 1987 and will include refuel-ing of the reactor.
Recently Boston Edison announced they are targeting plant restart for April 1987.
Plant restart cannot occur, however, without prior approval by the NRC Regional Administrator (Reference August 27, 1986 letter from Dr. Thomas E. Murley, NRC Regional Administrator, to Mr. James M.
Lydon, Chief Operating Officer for Boston Edison Company).
3.0 Items of Special Interest Residual Heat Removal System Instrument Line Weld Failures The residual heat removal (RHR) system is used to cool the reactor during normal reactor shutdowns and to cool the reactor and control pressure in the containment following certain postulated accidents.
Recently, cracks were found in welds in five small (approximately one inch in diameter) RHR instrument lines.
Complete failure of one of the lines would result in loss of certain RHR flow and pressure instruments.
l The licensee is inspecting other RHR instrument lines and evaluating causes of the weld cracks. The NRC is monitoring these activities.
Residual Heat Removal System Isolation On September 17, 1986, a spurious instrument signal caused the RHR pump suction valves to automatically close. The RHR system was being used to maintain the reactor in cold (less than 212 degrees Fahrenheit) shutdown i
at the time. The closing signal was quickly cleared and the valves t
reopened. The temporary loss of cooling flow was of no safety concern since the reactor residual heat load is low.
i The licensee informed the NRC, via the Emergency Notification System, of the automatic isolation.
Licensee investigation to identify the source of the spurious signal is in progress.

Emergency Preparedness The licensee, in conjunction with the Federal Emergency Management Agency, will conduct a full scale test of the emergency sirens on September 29, 1986. The test is designed to prove the-functional capability and effec-tiveness of the emergency siren system.
4.0 NRC Staff Status during the Period Two NRC Resident Inspectors monitored plant activities between September 11, and September 24, 1986. The resident inspector staff at Pilgrim during the report period consists of the following:
