Gentlemen:
This' refers to the inspection conducted by Messrs. J. G. Luehman, T. R. Staker,
and R. C. Stewart of this office during the period November 1-30, 1986, of
activities authorized by NRC Operating License NPF-38 for Waterford Steam
Electric Station Unit 3, and to the discussion of our findings with N. S. Carns
and other members of your staff at'the conclusion of the inspection.
Areas' examined during the inspection included plant status; Licensee Event
Report (LER) followup; followup on previous inspection items; monthly
'
maintenance; monthly surveillance; ESF system walkdown; operational safety
inspection; preparations for refueling; IE Bulletins; cold weather preparation;
10 CFR Part 21 reports; and calibration. Within these areas, the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the NRC inspectors. The
inspection findings are documented in the enclosed inspection report.
During this inspection, ~1t was found that certain of your activities were in
violation of NRC requirements. Because of the corrective actions you already
have in place, you are not required to respond to the violation cited in the
enclosed safeguards Notice of Violation (Appendix A). However, you are
required'to respond, in writing, to the other two violations in accordance with
!~
the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations. Your response should be based on the

specifics contained in the Notice of Violation (Appendix B) enclosed with this
l
letter.
Two previously identified unresolved items are discussed, one in paragraph 6
and the other in paragraph 9.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
j
paragraph 2 of the enclosed report.

The material enclosed in Appendix A and Safeguards Attachment to Appendix C
contains Safeguards Information as defined by 10 CFR Part.73.._21__and its
