Gentlemen:
This refers to the special safety inspection conducted by M.- M. Holzmer and
-
P. L. Eng of this office on December 10, 1986-through January 16, 1987, of
activities at the Zion Generating Station, Units 1 and 2, authorized by NRC
Operating Licenses No. DPR-39 and No. DPR-48.
The inspection focused on the circumstances surrounding the event identified
involving two mispositioned containment isolation valves in the Unit 2
demineralized water (DW) system resulting in violation of containment
integrity. The enclosed copy of our inspection report identifies specific
areas examined during the inspection. Within these areas, the inspection
consisted of a selective examination of procedures and representative records,
observations, and interviews with personnel.
We are releasing this report at this time for your information. You will be
notified by separate correspondence of our decision regarding enforcement
action based on the findings of this inspection. No written response is
required until you are notified of any proposed enforcement action.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy _of
this letter, and the enclosure, will be placed in the NRC Public Document
Room.
