SUBJECT:
SAFETY EVALUATION REPORT - LICENSE AMENDMENT APPLICATION DATED APRIL 10, 1986 I.
Background
Tennessee Valley Authority is licensed under NRC Materials License No, SNM-1883 for the receipt and storage of fuel and accessories for eventual use in the Bellefonte Nuclear Plant Unit 2.
The license is scheduled to expire May 31, 1986. The application requests that the license expiration date be extended to May 31, 1991.
II. Discussion i
The need for an extension of the license expiration date is due to j
construction delays.
Extending the expiration date does not affect the radiological safety, nuclear safety, or other parameters on which the issuance of the license was based.
III. Recommendation Based on the above, I recommend that the license extension, as requested by the licensee, be approved.

SUBJECT:
CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED APRIL 10, 1986 By amendment application dated April 10, 1986, TVA requested their Special Nuclear Material Licenses, SNM-1865 and SNM-1883, for Bellefonte Units 1 and 2, respectively, be extended to May 31, 1991.
An extension of SNM-1865 and SNM-1883 is necessary because of construction delays, and will not have an effect on environmental protection. Accordingly, the staff has concluded that the following conditions have been met:
1.
There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite, 2.
There is no significant' increase in individual or cumulative occupational radiation exposure, 3.
There is no significant construction impact, and 4.
There is no significant increase in the potential for or consequences from radiological accidents.
Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
