V0GTLE DESIGN LIVE LOAD CRITERIA By letter dated August 11, 1986, the staff requested additional information on Vogtle's structural design for live loads with Category I structures.
During an inspection at the Vogtle site last December, the NRC identified an issue which ' appeared to be a deviation from an FSAR consnitment associated with load combinations. Specif.ically, it was noted that 25% of the design live load was combined with earthquake loads in the design of containment internal structural steel and auxiliary building miscellaneous steel platfoms. As a response to the staff's concern, the applicant stated that a similar question had been raised by the Structural and Geotechnical Engineering Branch of NRR during a December 4-6, 1984 audit, and that the response to that particular question was accepted by the staff.
Through telephone discussions on April 23 and July 1,1986, the staff requested the applicant to provide justification for using 25% of design live load in some load combinations and clarification on the definition of design live loads. On July 23, 1986, a meeting was held to discuss the Vogtle design live load criteria and applicant's responses to staff questions.
It was established during the meeting that the applicant had not deviated from an FSAR commitment associated with load combinations, via FSAR Section 3.8.4.3 and Table 3.8.4-1.
However, it was agreed ir-the meeting that (a) the definition of the live load and its symbol L as used in the load combination expressions is not clear, and needs further explanation and clarification; (b) the load factor 1.0 applied to the symbol L should not be interpreted as the fraction of design live load; (c) the symbol L itself should be interpreted to include a certain percentage, 25%
of the pertinent design live load for a given structural element as described in Section 3.8.4.3.1.1 of the FSAR when load combination involves earthquake loads; (d) the definition of L and the load combinations stated in the FSAR should be applied to all Category I structures; and (e) the above listed clarifications (items (a) through (d)) should be documented in future FSAR amendments.

,Mr. Richard Conway Subsequent to the July 23, 1986 meeting, the staff has received and reviewed the applicant's response to the staff request for additional information and the proposed FSAR amendment. The staff finds that the determination of design live load based on pre-fuel and post-fuel load conditions is reasonable and that the explanation on use of 25% of the pre-fuel load maximum design live load as a lower bound of the post-fuel load design live load is satisfactory.
The proposed FSAR amendment will clarify the definition of the symbol L (Section 3.8.4.3) in the load combination equations (Tables 3.8.4-1 thru 3) and is therefore acceptable.
