Subject:

By letter dated March 27, 1986, you requested an extension to the schedular requirements of 10 CFR S0, Appendix H Peactor Vessel Material Surveillance Program Requirements. Specifically, Section III.A of App 9ndix H requires a technical report on the test results to be submitted within.one year after capsule withdrawal, unless an<exthnsion is granted by the D1tector, Office of Nuclear Reactor Regulation. For'IMI-1 surveillance capsule TMI-10, the report was due March 28,1986,.19# you are requesting an extersion of the schedule until May 5, 1986. Surveillance capsule TMI-1C was withdrawn from the host reactor on March 28, 1985. Conflicting outage priorities for the host reactor caused the capsules to be shipped to B&W for analysis a month late 1Ethan anticipated. As you explained, the B&W limited resources were toitially involved in response to Pressurized Thermal Shock' regulations and later with the development of the ex-vessel dosimetry program. Finally, the B&W testing equipment failed just prior to conducting the test. Thus, you are requesting a little over a month's extension to complete the tests and analyze the results. Since the current pressure-temperature curves for TMI-1 are valid through 1986 and into 1987, there is no safety significance involved in the delay. You also have adequate reasons to request a schedular extension. However, E do wish to point out that the extension request could have.been filed in a more timely fashion. I have deternined that this extension is authorized by law, will not present an undue risk to the public health and safef,yf and is consistent with the common defense and security.
