Letter NRC (J. E. Gagliardo) to OPPD (R. L. Andrews) dated August 13, 1986 (IER 50-285/86-19).

Dear Mr. Gagliardo:

Inspection Report 86-19 Omaha Public Power District (0 PPD) recently received Reference 2 which reported results of the inspection conducted during the annual emergency response exer-cise.

Five (5) deficiencies were identified in this report.

Pursuant to the Reference (2) report, a schedule for correcting these deficiencies has been pre-pared and is attached to this letter.

50-285/8619-01 Deficiency Prompting of exercise players in the control room detracted from the exercise realism and impeded the demonstration of the control room staff's capabilities to perform during an emergency.

Response

The Scenario Development Group for the 1987 exercise will develop improved con-troller / observer instructions to be placed in drill and exercise controller handbooks. These instructions will state that prompting of exercise participants is not permitted. These instructions will be reviewed during controller briefings as appropriate.

Proaress to Date OPPD has initiated work on a revision of EPT-10, " Annual Radiation Emergency Exercise," to include an " Exercise Development and Control" section.

Proposed Completion Schedule Draft Procedure - October 31, 1986 Implementation - January 31, 1987 50-285/8619-02 Deficiency Security practices and procedures were not demonstrated to be adequately coor-dinated with the Plan and emergency plan implementing procedures.

Response

OPPD will conduct a review of the Emergency Implementing Procedures versus Site Security Procedures for areas of possible conflict.

Identified conflicts will be evaluated and resolved.

Proaress to Date A list of probable scenarios of conflicts has been developed.

Evaluation of specific items has begun.

50-285/8619-03 Deficiency OSC/TSC implementation of radiological protection for onsite emergency personnel was inadequate to demonstrate satisfactory achievement of this objective.

Response

OPPD will review exercise performance regarding radiological protection; review and revise appropriate procedures to emphasize radiological practices; review and revise onsite emergency personnel training to emphasize radiological protection practices; and improve emergency personnel accountability and record keeping.

Proaress to Date Additional dosimetry has been defined and a purchase order submitted.

Fort Calhoun Station has implemented measures for retrieval of personnel dose records.

Additional logs and status boards have been identified for each ERF related to personnel dosimetry, rad practices and accountability.

Proposed Schedule Implementation - January 31, 1987 50-285/8619-04 Deficiency Protective action recommendations, which must be formulated and provided within 15 minutes of declaring an emergency, were delayed by periods ranging from 28 to 40 minutes.

Response

OPPD has met with appropriate states and local offices to resolve delays in pro-tective action recommendations (PAR) approval, the notification process and response implementation status. Annual EP training will emphasize the PAR cycle.

Proaress to Date OPPD met and discussed PAR with corporate decision makers on June 27, 1986.

OPPD met with Nebraska and Iowa representatives regarding the 15 mir,ute noti-fication criteria and approval on August 21, 1986. A method agreeable to all was established.

Fort Calhoun Station has drafted format and location of status boards for PAR display.

Proposed Schedule Implementation - January 31, 1987

.'.e 50-285/8619-05 Deficiency Protective action decision making was deficient in that OPPD failed to properly consider dose projectioc calculations which indicated more extensive protective recommendations than were made based on plant status.

Response

OPPD will review and upgrade decision making procedures as needed. OPPD will provide additional training and hands-on drill experience for PAR decision makers emphasizing key decision points and focus. OPPD will revise EOF and TSC status boards to include response thresholds for PAR's.

Proaress to Date Decision making procedures EPIP-0SC-1 and EPIP-EOF-7 have been reviewed and revisions submitted to provide clearer methods for issuing protec-tive action recommendations.

Dose assessment trending status boards have been revised to include response thresholds and will be in service by September 30, 1986.
