Confirmation of Actions to be Taken with Regard to the Hope Creek Loss of Offsite Power Testing Pursuant to your telephone conversation on September 23, 1986 with members of my staff, this is to confirm that we are dispatching an Augmented Inspection Team (AIT) to assess the anomalies related to the recent loss of offsite power (LOP) tests at Hope Creek.

It is our understanding that you will take the following actions:

1.

Defer any additional LOP integrated testing until the NRC AIT team leader determines that such testing can continue.

2.

Provide any LOP test procedures to the NRC AIT for their review prior to implementation.

3.

Make available to the NRC AIT relevant written material related to deficiencies identified during the LOP tests conducted September 11 and 19, 1986, including:

a. preopera+1onal test results
b. surveillance test results
c. component installation and functional test records 4.

Provide a written report to the Regional Administrator prior to restart that includes your analysis of the LOP testing conducted on September 11 and 19, 1986.

The analysis should include (a) a discus-sion of why the preoperational test program and subsequent testing did not identify the deficiencies that resulted during the LOP testing, i

(b) consideration of contributing factors such as design control, l

quality assurance and training, (c) the broader implications of your findings on other plant systems and (d) corrective actions which you plan to take including any additional preoperational testing.
