SUBJECT: NRC INSPECTION REPORT 50 382/9715 AND NOTICE OF VIOLATION .

- An NRC inspection was conducted June 29 through August 9,107, at your Waterford
Steam Electric Station, Unit 3, reactor facility. The enclosed report presents the scope and
results of that inspection.

- During the 6 week period covered by this inspection, your conduct of activities at
Waterford 3 was generally characterized by good performance of operations, maintenance,.
engineering and plant support. However, violations of NRC requirements were identified,
The first violation involved the failure to establish performance criteria for the emergency
_ lighting system in accordance with the Maintenance Rule.- This violation is of concern
because it reflects a lack of attention to details in the implementation of the, Maintenance
Rule, as reflected by a similiar violation recently identified during the Maintenance Rule 1
- Baseline inspection. A second violation was identified for the failure to provide emergency
lighting for an access route to a safe shutdown equipment area as requ! red 1,y
'10 CFR Part 50, Appendix R. This violation is of concern L' cause it reflects ineffective
oversight of the installation of_Ilghting required for emergency response situations.

The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violations are described in detailin the enclosed report. Please note that.-
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice _when preparing your response. The NRC will use your response, in part, to
.
- determine whether further enforcement action is necessary to ensure compliance with -
regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response'(if you choose'to provide one) will be placed in the NRC
Public Document Room (PDR). To the extent possible, your response should not include
any personal privacy. proprietary, or safeguards information so that it can be placed in the
PDR without redaction.
