RELOCATION Of 1ECHNICAL SPECIFICATION (TS) 6.2.3, 1HDEPENDENT SAFETY ENGINEERING GROUP (ISEG), SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP)

Dear Hr. Cottle:
The Nuclear Regulatory Commission (NRC) staff is reviewing Houston Lighting &
Power's (HL&P's) January 28, 1997, application to relocate the details of TS 6.2.3 on the ISLG from the Administrative Controls section of the TSs and place these details in the Updated final Safety Analysis Report (UFSAR).
The staff finds that the application needs to be supplemented as discussed below.
The application proposes to relocate the details of TS 6.2.3 from the TSs to the UFSAR. Any future changes to the ISEG would then be evaluated per 10 CFR 50,59.
However, in Administrative Letter 95-06, dated December 12, 1995, the staff recommended that the existing ISEG requirements presently in the TSs be relocated intact to the quality assurance (QA) program.
Any subsequent changes to the ISEG provisions incorporated into the QA program would then be controlled by 10 CFR 50.54(a).
Since the ISEG performs a QA function, HL&P's application should be supplemented to relocate the ISEG requirements to the QA program.
Proposed changes to the QA program should also be provided.
Regarding implementation, the staff notes that the application requests an implementation time of 30 days from the effective date of the approved license amendment to facilitate distribution and to make appropriate changes to plant documents.
This commitment should be sujplemented to clarify that prior to the implementation date, the proposed 9 program changes will be in effect.
