Dear Mr. Cottle:
By letter dated January 28,1997, you applied for an amendment to the South Texas Project, Units 1 and 2, Operating Licenses Nos. NPF-76 and NPF-80. The proposed change would have relocated the details of Technical Specification (TS) 6.2.3 on the Independent Safety Engineering Group from the Administrative Controls section of the TSs and placed these details in the Updated Final Safety Analysis Report. Subsequently, by letter dated September 30, 1998, you withdrew the amendment request.
The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
