Dear Mr. Frei:
By letter, dated September 5,1990, Mr. Steve Cowan indicated that the Department of Energy (DOE) Office of Waste Management was developing a program at the Los Alamos National Laboratory (LANL) which would provide for the routine acceptance of neutron sealed sources from licensees, but that the acceptance of sources outside the limits set by Mr. Duffy's letter of April 7,1992, could not be authorized until additional funding was available for this program.
Based on discussions with your staff, it is our understanding that funding has been made available for a pilot americium 441/ beryllium acceptance and recycling program, and LANL is prepared to commence acceptance of a limited number of sources. In addition, your staff requested that our office compile a listing of potential candidates for the pilot program.
Enclosure i to this letter contains a summary of the potential candidates for the pilot program identifiod by our regional offices. Criteria used to identify potential candidates for the pilot program were based, in part, on the criteria set out !n Mr. Duffy's letter of April 7,1992.
However, the licensees, and their particular circumstances, listed in Enclosure i do not currently meet this criteria, but have, to varying degrees, a potential for their circumstances to change (e.g., financial considerations may change, personnel changes, etc.) whereby they would meet this criteria if they were to continue to posses the sources. The listing of the potential candidates in Enclosure 1 has, in 9eneral, been arranged from highest to lowest potential for this to occur, and we would request that the highest potential candidates be considered first for any DOE recovery actions. contains additionalinfomiation provided by our regional offices concerning the sources and licensees that may be useful during DOE recovery actions. This information includes the name, address, and point-of-contact for the licensees, a description of the sources, the NRC point-of contact, and other pe.tinent information. We would request that the applicable regional point-of-contact for each licensee be notified of any recovery actions prior to removal of the licensee's source (s).
