1985, regarding participation by the Commonwealth of Virginia and local governments.

Ycir attention is directed to the suggested areas for improvement identified by FEMA.

We encourage you to work closely with the Commonwealth and local governments in the development of the scenario for the next full scale exercise that will effectively test those areas in which the previous deficiencies were disclosed.
