Our reviews have indicated that your evaluations are conservative and we agree that there is no undue risk to the health and safety

of the public. Furthermore, our prior reviews (reference b) have established that the amount of fuel in the varicus sediments in the basement of the reactor building is significantly smaller than the 70 kg required to achieve cri ticality. The addition of the snall amount of fuel which may be contained in the auxiliary building sunp and sunp tank will not contribute enough fuel to the total inventory contained in the ccabined sediments frca the reactor building and the auxiliary building to create a critical cass.
We have reviewed your evaluations pertaining to inadvertent releases of liquid l
and airborne contamination frem the sedinent transfer or processing equipment i
which could result froa valve aisalignaant, hose rupture, tank overflow or l
tank rupture. We agree that the worst possible scenario of a ruptured spent resin storage tank and instantaneous release of 2,400 gallons of 43% by weight concentrated sediment would be well within the dose guidelines of 10 CFR Part 100.
These activities fall within the scope of activities previously eansidered in the Programatic Environmental Impact Statcaent.
Our reviews have concluded that the collection, transfer and processing of sedinent as described in reference (a) does not constitute an unreviewed safety question as defined in 10 CFR 50.59.
