I OPENING REMARKS GOOD AFTERNOON LADIES AND GENTLEMEN.

THE PURPOSE OF THIS MEETING IS FOR COMMONWEALTH EDIS0N TO BRIEF THE COMMISSION ON THE STATUS OF EFFORTS TO IMPROVE PERFORMANCE AT DRESDEN STATION SINCE THEIR LAST BRIEFING IN NOVEMBER.

I WOULD LIKE TO WELCOME THE REPRESENTATIVES OF COMMONWEALTH EDISON HERE TODAY.

YOUR PRESENTATION IS OF PARTICULAR INTEREST SINCE THE COMMISSION CONTINUES TO BE CONCERNED ABOUT THE PERFORMANCE OF COMMONWEALTH EDISON'S NUCLEAR FACILITIES PARTICULARLY THE PROGRESS BEING MADE AT THE DRESDEN STATION IN ESTABLISHING LASTING AND EFFECTIVE PROGRAMS THAT WILL RESULT IN SUSTAINED IMPROVED PERFORMANCE.

WE ARE ANXIOUS TO HEAR THE STATUS OF YOUR IMPROVEMENTS.

ALTHOUGH THE STAFF HAS REPORTED IMPROVEMENTS IN DRESDEN'S PERFORMANCE YOU CONTINUE TO FACE LONGSTANDING CHALLENGES IN SEVERAL SIGNIFICANT AREAS INCLUDING WORKER SKILLS, WORK MANAGEMENT AND PLANNING, THE BACKLOG OF EQUIPMENT DEFICIENCIES, RADIATION PROTECTION, AND MATERIAL CONDITION.

THESE CHALLENGES AND THE PROGRESS BEING MADE IN MEETING YOUR G0ALS FOR IMPROVEMENT OF OVERALL PLANT PERFORMANCE ARE AREAS THAT THE COMMISSION WOULD LIKE ADDRESSED IN THIS BRIEFING.

The Comission was briefed by Comonwealth Edison Company (the licensee) and the NRC staf f concerning the licensee's nuclear safety performance.

The briefing focused on the licensee's response to the NRC's January 27, 1997 request for information pursuant to 10 CFR 50.54(f).

The Comission asked the licensee for more supporting details, to give the Comission confidence in the licensee's ability to simultaneously operate and improve performance at each of its six nuclear stations.

The Comission asked that this additional information be presented quantitatively, in a manner enabling the Commission to evaluate trends associated with the licensee's selected performance criteria.

The Comission expects a briefing from the licensee, in approximately 6 months, on the implementation of the licensee's performance improvement plan.

In conjunction with that briefing, the staff should present its own assessment of the licensee's performance improvements.

The staff's presentation should indicate how site-specific findings were reviewed and integrated into its overall assessment of the licensee's performance improvement plan implementation.

The staff should evaluate appropriate aspects of the NRC inspection and enforcement programs, to determine:

(1) whether the NRC can improve its methods of identifying and taking appropriate regulatory action for cyclical declines in licensee performance: and (2) whether, for large utilities with multiple reactor sites, the staff should be integrating corporate wide performance data into decisions on individual site performance trends.

The staff should provide the Commission with an estimate of the total resource estimate (FTE and contract support) required to support the " augmented" efforts at Commonwealth Edison sites.

These estimates should indicate the source of the " augmented" NRC resources (e.g., Regions, NRR. AE00), and discuss the potential impact on other NRC inspection activities or regulatory programs.
