TELEPHONE COMMUNICATION WITH A REPORTER FROM THE WASHINGTON POST On Friday, January 30, 1987 I received a telephone call from Michael Specter, a reporter, from the Washington Post. He wanted to discuss the Sur.EX pipe failure relative to AE0D/E416 " Erosion in Nuclear Power Plants." Pennission was requested from Frank Ingram in the Office of Public Affairs to discuss the report with Mr. Specter. Since this was an AE0D report available to the public, permission was granted to discuss the report with Mr. Specter.

Mr. Specter indicated they planned to have an article in the Sunday, February 1, 1987, Washington Post about the AE0D/E416 report and the pipe break at Surry from the perspective that information was available about erosion prior to that event. He questioned the AE0D procedure for distribution of reports, NRC action, and whether the report was sent to Surry.

I indicated the report contained suggestions for consideration by appropriate program offices but that any action was based on the program office determination.

I also mentioned that I did not believe the report was specifically sent to VEPCO.

I declined to comment on several questions. Mr. Specter indicated that my name would be mentioned as author for the AEOD report. However, I refused to grant use of my name with any quotes and got his agreement that any mention of our discussions was to be discussed and cleared with me prior to publication in the paper. fir. Specter was to call me on Saturday, January 31, 1987 to discuss the article.

Mr. Specter called me on Friday evening, January 30, 1987, at my home to discuss additional items concerning the article. He had discussed the AE0D report with VEPC0 personnel (Mr. Stewart) who indicated the AE0D report did not apply to water systems. Mr. Specter was concerned whether the AE0D report covered water systems because VEPC0 claims the Surry pipe rupture was the first known event for water systems.

I responded that E416 covered both water and steam systems, but that I could not discuss the VEPC0 interpretation. He reiterated that he would contact me on Saturday to review the proposed article.

As of February 2, 1987 Mr. Specter has not contacted me subsequent to the Friday evening telephone call.

I do not believe the article was published in the Sunday February 1, 1987 issue of the Washington Post.
