NOTICE OF VIOLATION (NRC Investigation Roport No. 3 96 037)

Door Mr. Ferrill:

This refers to the transcribed meeting with you and members of the NRC staff on May 13, 1997,in response to the Notico of Violation (Notico) sont to you by our letter dated March 31,1997. Our letter and Notico described the circumstances surroundina vour deliberato violation of NRC requirements while working as a technician in the Control and Instrumentation Department at Clinton Nuclear Power Plant (CNPP). The Notice was sent to you to emphasize that your deliberate f alsification of information at CNPP violated the trust and confidenco conferred upon you to ensure that activities at UNPP woro conducted

in accordance with NRC requirements and that information the NRC required to be maintained was completo and accurato in all mr,terial respects.

The information you presented at the May 13,1997, mooting addressed how and why tho violation occurred. After considering the information you presented on May 13,1997,and af ter consultatbn with the Director, Office of Enforcement, we conclude you did not prosent any new or additionalinformation that would cause the Notico to be withdrawn, chango the characterization of the violation to other thnn deliberato, or change the severity lovel of the violation.

At the conc lusion of the May 13,1997 mooting, you asked for a copy of the meeting transcript. However, during a tolophone conversation on July 16,1997, with Charlos H.

Well, an NRC Region ill Enforcement Specialist, you indicated that you did not want a copy of the transcript. Therefore, a copy is not being sent to you.
