Emergency Classification Procedure for the V. C. Summer Emergency Plan On September 4,1986, representatives of South Carolina Electric and Gas Company (SCE&G) met with personnel from the NRC Headquarters and the Region II Office in Atlanta, Georgia.
SCE8G requested the meeting to discuss the NRC plan review findings regarding the fission product barrier approach to emergency event classification that was incorporated as Revision 15 to the V. C. Summer Nuclear Station Emergency Plan.
The attendance list is enclosed as Attachment A to this summa ry.
The licensee responded to the NRC plan review letter dated August 13, 1986, which identified 22 events as being incensistent with the intent of NUREG-0654, Rev. 1.
The concept and advantages of the fission product barrier approach (symptomatic EALS) as compared to the event oriented approach were discussed by the licensee representatives.
Licensee representatives were informed by the NRC that the current approach employing the fission product barrier to event classification was unacceptable.
Alternatives for ensuring that the classification procedure is consistent with the guidance promulgated in NUREG-0654 were discussed by NRC representatives.
Additional discussion addressed a modified fission product barrier scheme for accident classification.
Licensee representatives re-emphasized their confidence that the pro' posed fission product barrier approach to event classification as presented in Revision 15 is consistent with NUREG-0654, Appendix 1.
