Gentlemen:
-This refers to the security inspection conducted by Messrs. J. Kelly and
A. Earnest of this office during the period December 2-5, 1985, of activities
authorized by NRC Operating License NPF-42 for Wolf Creek Generating Station,
and to the discussion of our findings with Mr. M. G. Williams and other members
of your staff at the conclusion of the inspection.
Areas examined during the inspection included the detection aids protected
area, assessment aids, lighting, communications, and access control protected
area. Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the inspectors.
These findings are documented in the enclosed
inspection report.
During this inspection, it appeared that one of your activities was in
violation of NRC requirements. The apparent violation reported in paragraph 2
of the enclosed inspection report was discussed with you at an enforcement
conference held in the Region IV office in Arlington, Texas, on November 25,
1985. Any enforcement action resulting from this inspection will be forwarded
to you under separate cover.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Rcom.

discuss them with you.
