Subject:
Engineering Expertise on Shift (STA)
Dear Sir:
Generic Letter 86-04 (Reference (b)) requests information concerning the current and future role of the STA Program at Yankee Nuclear Power Station in light of the new USNRC Policy Statement on Engineering Expertise on Shift.
Specifically, Reference (b) requests:
(1) an indication of the type of program currently in use, (2) a description of our " equivalency" criteria for an engineering degree, and (3) an indication of our intent to take advantage of the new policy. Accordingly, the following information is provided:

References (c) and (d) provided detailed descriptions of the program currently in use to provide engineering expertise on shift (STA) at Yankee Nuclear Power Station. Relative to the new USNRC Policy, the program currently in use is described in the Policy as:
" Option 2, On each shift a dedicated Shift Technical Advisor (STA) meets the STA criteria of NUREG-0737, Item I.A.l.1."

The commitments made by Yankee Atomic Electric Company in References (c) and (d) included provisions for " equivalency" to an engineering degree. The provisions call for a case-by-case evaluation and justification for each nonengineering degreed STA.
However, this option has not been utilized to date.

Yankee does intend to take full advantage of the latitude afforded by the provisions of the new USNRC Policy Statement on Engineering 9
