NOTICE'0F VIOLATION Louisiana Power & Light Company Docket: 50-382/86-04 Waterford Generating Station, Unit 3 License: NPF-38 4

During an NRC inspection conducted on February 10-14, 1986, a violation of NRC requirements was identified. The violation involved inadequate training for personnel assigned to the emergency response organization. In accordance with the " General Statement of Policy and Procedure'for NRC Enforcement Actions,"

10 CFR Part 2,_ Appendix C (1985), the violation is listed below:

Inadequate Training of Personnel 10 CFR 50.47(b)(15) requires that radiological emergency response training be provided to those who may be called on to assist in an emergency.

The Emergency Plan for Waterford 3 states in Section 8.1, " Training" that a training program has been established in order to maintain a high degree of preparedness at all levels of the Waterford 3 emergency organization.

Contrary to the above,~ the NRC inspectors found that emergency response training had not'been adequately provided as evidenced by the following:

During the period February 11-13, 1986, NRC inspectors conducted interviews with six licensee personnel who were considered qualified by the licensee to function as Emergency Coordinators during an

' accident, and four senior health physics technicians who could have been assigned radiation protection responsibilities during an accident. Three of the Emergency Coordinators failed to demonstrate adequate. knowledge of the protective action decisionmaking procedures, and all of the health physics technicians failed to demonstrate adequate knowledge of fundamental radiation protection techniques in determining habitability of emergency response facilities and offsite surveys to characterize radioactive plume released in an accident.

This is a violation of the same basic requirement for which a violation (382/8523-01) was identified in NRC Inspection Report 50-382/85-23. This violation is a result of the licensee's failure to implement a suitable and permanent corrective action for the previous violation.

This is a Severity Level IV violation (Supplement VIII) (382/8604-01).

Pursuant to .the provisions of 10 CFR 2.201, Louisiana Power & Light Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted, 8604290130 860421 PDR ADOCK 05000'?82 C PER km

(2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
