4 In accordance with your request dated March 19, 1986, we have reviewed j the proposed 10 CFR Amendments and the supporting Regulatory Analysis.

I concur on this Rulemaking, tut I believe the Regulatory Analysis should I

provide better support for wht.t appears, in principle, to be a justifiable Rule. In this regard, I recommend that the proposed rule should address the I understand 9 items identified in the lackfit Rule (10 CFR 50.109(c)).
