My principal concern is that the original allegatigftalleged misconduct. Th facts as developed in the report did not in anywanappear to support mitennduct or taw 5f integrity, but a reading of your conclusion leaves one to assume that since staff is not exonerated, they are guilty.

I have difficulty with this.

The purpose of my October 7 memo was not to argue _th_is pof_nt in this report, but to seek some corrective action 15 the future.

It has been sny undersfinding that investications were _ intended to_ deal with allegations of wronodoina/miscondu_ct. They should exonerate as well as indict.

It appeared to me that DIA observations not of the nature of misconduct could be handled separately.

It was not in any way iny intention, as your penultimate paragraph suggests, to ask OIA to pull their punches.

I wish only to argue for reports which are as clean-cut as possible.

If iny coments are not clear to you, I suggest that we meet rather than continue to pass memos back and forth.
