OIA REPORT ON COMANCHE PEAK, DATED AUGUST 30, 1985 I have reviewed the above referenced investigation and note your conclusions I
that Region IV acted appropriately in the matter under investigation.
I, therefore, intend no further action on this issue.
However, I have some difficulty with the conclusion that Region IV was not sufficiently sensitive to the issue as it developed, and should have responded more promptly. Based on the facts presented in the report, it appears that Region IV was too sensitive to the issue.. This may strike you as a minor point, e
but once you make this ancillary coment in the formal report it has the effect of taking the sharp edge off the formal conclusion towards which the repor t was directed.
In the future, if you could find it possible, perhaps you could cover such side issues in a separate memo.
In this way, when you make a final conclusion, it will not appear that the conclusion is a conditional one requiring some additional corrective action.
