Thank you for your letter of August 14, 1986, which provides justificati,cn for continued operation of Waterford 3 pending technical disposition by the vendor of gaps in excess of design requirements between the end cells and the end stringers of the racks for your Class IE station batteries. Our NRC inspectors have inspected installation of your temporary shims to reduce the gaps and discussed their acceptability with our specialist inspectors. We concur with your temporary fix provided a final disposition to this problem is implemented by the end of your'first refueling outage.

Dear Mr. Martin:

Pursuant to the verbal request of NRC Region IV personnel on August 13, 1986 the following Justification for Continued Operation is provided regarding the NRC concern on the installation of Class 1E batteries and racks at Waterford 3.

JUSTIFICATION FOR CONTINUED OPERATION The Class 1E batteries and racks at Waterford 3 are installed according to the Gould Specifications delineated in Gould Drawing #060616D for NCX 1200 batteries and 060617D for NCX 2400 batteries. The configurations were seismically qualified by Gould.

The Resident NRC inspector has questioned the seismic mounting of the battery cells as there are gaps between the end cells and the end stringers of the racks. These gaps vary between 0 to 1.3 inches approximately. LP&L has not received any formal notification from Gould to reduce the gaps.

However LP&L has requested GNB Batteries Inc. (previously Gould) to review these gaps and recommend corrective measures, if necessary.

GNB Inc. is in the process of analyzing the Waterford 3 concerns. In the interim, GNB has provisionally recommended that the spacings be reduced to less than 0.25 inches by either moving the end rails or by providing a spacer (wood, open cell styrofoam, or other GNB approved materials) between the rails and the batteries.

LP&L has, as a precautionary measure, initiated a non-conformance work authorization to comply with the above recommendation.

a) is recommended by the vendor as a precautionary measure, and

! b) has been implemented, LP&L does not consider that there is any safety concern associated with the class IE batteries at Waterford 3.

If the battery vendor's review concludes that the spacers are required to i maintain the seismic qualification of the Waterford 3 batteries, a permanent fix will be implemented during the refueling outage.
