Dear Professor Zimmerman:
This responds to your June 11,1999 letter, in which you ask whether the Commission encourages State administrative officers to cooperate with each other to solve problems and whether we are aware of cooperative action by administrators in two or more States.
The Commission's program of cooperation with States is a long-standing one and encourages, by example, the sharing of information and cooperation between Federal and State j
govemments responsible for the public health and safety radiation protection programs. This effort includes the Govemor-appointed State Liaison Officers program. This program was established in 1976 to create a working relationship with States in the area of power plant siting and environmental matters, for which both the NRC and the States share responsibilities. The State Liaison Officer provides the principal communication channel between the State and the NRC, keeping the Governor informed of nuclear regulatory or emergency matters of interest to the Governor, keeping other State officials informed of such matters and responding to NRC inquires. State Liaison Officers represent a wide spectrum of State govemment, including energy advisors to the Govemor, members of State Public Utility Commissions, Radiation Control Program Directors, or State Emergency Management Directors. The scope of these programs include areas such as low-and high-level waste disposal, transportation, emergency preparedness and decommissioning. State Liaison Officers are asked to provide assistance when NRC issues new policies and when rule changes are being considered. Commissioners and other senior NRC officials often meet with the State Liaison Officers when they are visiting States and/or with Governors.
A national meeting of State Liaison Officers is held once every three years at NRC headquarters, with the participation of the Chairman and senior NRC officials. A broad range of issues is discussed at these meetings and allows both the NRC and the States to gain valuable perspectives into each other's programs, policies and needs. The next national meeting is scheduled for December 1-2,1999, in Rockville, Maryland. I have enclosed a list of current State Liaison Officers for your information.
Also through the Agreement States program, NRC strives to maintain effective relations and communications to promote greater awareness and mutual understanding of the policies, activities and any concerns related to radiological safety at NRC and Agreement State licensed facilities.
