This refers to a Predecisional Enforcement Conference conducted by
Mr. A. Bill Beach, Regional Administrator, and other members of the Region 111
staff on April 18,1997. The Predecisional Enforcement Conference was conducted to
discuss the apparent violations identified in Inspection Reports 50-440/96016,
50-440/96017, and 50-440/96018 involving fire protection (EA 96-482), a defective
.

circuit breaker (EA 96 542), ar,d inadequate reactivity control (EA 97-047), respectively.

We have enclosed a report summarizing the discussion.

You will be notified by separate correspondence of our decision regarding the enforcement
action based on the information presented and discussed at the Predecisional Enforcement.
Conference. No response is required until you are notified of the proposed Enforcement
Action.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and the enclosures will be placed in the NRC Public Document Room (PDR). We will gladly
discuss any questions you have concerning this Predecisional Enforcement Conference.
