REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY EVALUATION OF DEVICE NO.: NR-345-D-105-S DATE: August 8, 1997 PAGE 2 OF 5 DEVICE TYPE:

Cigarette Density Gauge DESCRIPTION:

The Model E44 9260 density gauge is designed to measure and control the density of tobacco rods during production.

The device consists essentially of a cast metal housing, approximately 9.6" x 7.7" x 4.2" (243 mm x 195 mm x 106 mm),

containing:

Source holder for the radioactive material - the holder is made of steel and the source is back by a thread (steel) source plug.

Shutter - The shutter is made of steel and is 0.9 inches 2

i (2 mm) thick.

It's attached to a solenoid that

' ~

automatically returns the shutter to the closed position if power is lost.

The control program for the device only allows the shutter mechanism to open when the cigarette rod is running through the inlet tube at a pre-specified speed.

  • Measuring tube - to guide the cigarette rod through the i

device.

The measuring has a window that has a thickness of 0.004" (0.1 mm).

Due to the small diameter _of the tube, it is not possible fat the user to insert a finger in the beam.

4 Ionization chamber - to measure the intensity of the radiation passing through the cigarette rod.

Source ON/OFF indicator - the indicator is attached directly to the shut'..er to provide a positive indication of the shutter position.

Red for shutter open and Green for shutter closed.

Electronic components - to provide the correct measurement of the cigarette rod.

Safety _ lock - this prevents any unauthorized removal of the housing from the production equipment.

Cigarette Density Gauge DESCRIPTION (Cont.):

The device is mounted to a machine that manufactures cigarettes and is connected to an electronic package which controls the density of the tobacco in each cigarette rod.- The device is used in a controlled environment and the housing is sealed to minimize moisture and dust inside the device.

DIAGRAM:

~ See attachments 1 and 2.

LABELING:

The device is labeled with the distributor's name (Hauni),

trefoil symbol, device model number and serial number, isotope and activity in MBq, date of assay, source model number and-

- serial number, and the words, " Caution-Radioactive Material".

The labels are aluminum and riveted to the housing.

The labels are visible to the users during use of the device.

CONDITIONS OF NORMAL USE:

The source housing =1s used on a cigarette process line and is

-located in climatically controlled facilities.

The expected operational temperature range is 18'C (64 F) to 60 C- (140 F).

PROTOTYPE TESTING:

The device is not expected to experience extreme environmental conditions since it is used in climatically controlled facilities..However, the device was subjected to.a heating chamber test'to verify it will maintain its integrity over the operational temperature range.

DEVICE TYPE:

Cigarette Density Gauge PROTOTYPE TESTING (Cont.)*

Impacts or vibrations experienced during installation and use are expected to be minimal.

Due to the design of the device and operational history of similar devices used worldwide, it is

^

expected that neither impact nor vibration will have a detrimental effect on the device.

J EXTERNAL RADIATION LEVELS:

The dose rates around the device are essential the same whether the shutter ir, in the open or closed position due to the shutter only being in the open position when material (a cigarette rod)

- is present, The maximum dose rate reported by the distributor is 0.45 mrem /hr (4.5 pSv/hr) at a distance of 7.9 inches (20 cm) from the device.

OUALITY ASSURANCE AND CONTROL:

Hauni-Richmond maintains a quality assurance and control program which has been deemed acceptable for licensing purposes by NRC.

A copy of the program is on file with the NRC.

LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

The device shall be distributed only to persons specifically licensed by the NRC or an Agreement State.

The device shall be leak tested at intervals not to exceed six month using techniques capable of detecting 0.005 pCi (185 Bq) of removable contamination.

Reviewer Note:

The device may be leak tested by either wiping the source holder or the window of the measuring tube.

. Handling, storage, use, transfer, and disposal:

To be

+

determined by the licensing authority.

Cigarette Density Gauge LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE (Cont.)*

  • The device shall be serviced, leak tested, installed, and initially tested for proper operations of the source exposure mechanism, safety warning components, labels, external radiation levels, by Hauni-Richmond, Inc. or other persons specifically licensed by the NRC or an Agreement State.
  • This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.

SAFETY ANALYSIS

SUMMARY

Based on our review of the information and test deta cited below, we conclude that the Model E44 9260 cigarette density gauge is acceptable for licensing purposes.

Furthermore, we conclude that this device would be expected to maintain containment integrity of the source for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.
