SUBJECT: MEETING SUMMARY (REPORT NOS. 50-250/86-16 AND 50-251/86-16)
This refers to the management meeting conducted at our request in the NRC
Region II Office on February 26, 1986, to discuss the Turkey Point Select Systems
Review Milestones. This meeting related to activities authoriz'd by'NRC License
Nos. DPR-31 and DPR-41 for Turkey Point Units 3 and 4, respectively.

The enclosed inspection report identifies the members of our respective staffs
who were in attendance at the meet _ing and describes the details of the subjects
discussed.
Your attention is invited to the discussion of system operability reviews in
paragraph 2 of the enclosed report.
It is the NRC's understanding, based upon
the meeting, that these system operability reviews have been completed as
described in the report and that Phase- 2 of the Select System Review will be
implemented in accordance with the schedule outlined in the attachment to the
enclosed report.
We further understand that Florida Power and Light Company-
(FPL) will provide NRC Region II with the following information by the dates
indicated:
1.
By March 14, 1986, a matrix which describes in detail the factors which were
evaluated in making the operability determination for each system during
Phase 1 of the Select System Review.
2.
By March 14, 1986, a discussion of the methodology and results of FPL's
,
analysis to determine what additional systems will receive operability
'
reviews. A negative determination on the chemical and volume control (CVCS)
or reactor protection (RPS) systems will be specifically justified.
3.
A mont'hly report, beginning in April 1986, detailing the progress of Phase 2
of the Select System Review Program.
Upon receipt and evaluation of the operability review matrix discussed above, NRC
Region II presently intends to conduct a confirmatory inspection in that area.
.It is our opinion that this meeting was beneficial and has provided for a better
understanding of inspection and enforcement issues.
In accordance with Section
2.790 of NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regula-
tions, a copy of this letter and enclosure will be placed in the NRC's Public
Document Room.
