Gentlemen:

Subject: Inspection Report Number 50-354/86-39

A routine safety inspection of your radioactive waste control program was

conducted by Mr. H. Bicehouse of this office on August 12-15, 1986. Our

findings were discussed with Mr. R. Salvesen and others of your staff at the

conclusion of the inspection on August 15, 1986.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the in-

spection consisted of selective examinations of procedures and representative

records, interviews with personnel and observations by the inspector. We also

reviewed your actions taken in response to previously identified items.

Within the scope of this inspection, three violations of NRC requirements were

identified. These violations were found to meet the mitigative tests described

in 10 CFR 2, Appendix C, Section V.A. In view of the circumstances associated

with these violations, we have exercised our discretion under the NRC Enforce-

ment Policy and have chosen not to issue Notices of Violation.for the viola-

, tions. However, we are concerned over the apparent lack of effective communi-

cation between your departments which contributed to the failures to obtain

grab samples when continuous effluent monitors were out of service and the ap-

parent problems in the training and qualification of workers handling radio-

active materials.

No reply to this letter is required. Your cooperation with us in this matter

is appreciated.
