Your Order of June 14,1984, (Reference a) confirmed our commitment to complete the Safety Parameter Display System (SPDS) on Unit I by October 1,1987, and on Unit 2 by October 1,1986. We request that both of these dates be extended to start-up following the Unit 1 Cycle 9 refueling outage currently scheduled for the spring of 1988.

On June 12th (Reference b) we reported that, due to problems with our plant computer supplier, we would not be able to meet our original commitment date for the Unit 2 SPDS and that our Unit i SPDS completion schedule was also in jeopardy.

We expended our best management and technical efforts, both in-house and at the suppliers' facility, to resolve the Unit I delays. Two of our computer specialists continue to work full-time with our supplier.

In addition, our Principal Computer Project Administrator, our Computer Maintenance Supervisor, members of his Unit, computer specialists at one of our coal-fired plants experienced with the type of computer being installed, and other specialists have made frequent trips to assist our supplier. We also restructured the project and focused our supplier's efforts on critical plant-operations sof tware when development slowed.

N Mr. Ashok C. Thadani September 18,1986 Page 2' Despite our efforts, we recently determined that the plant computer is of insufficient capacity to accommodate all necessary application programs. We met with our hardware vendor to try to solve the problem and stay on schedule, but we must now replace.this computer with one of larger capacity.

We are confident in our revised completion dates due to the material and personnel changes we have demanded of our supplier. Should you have any questions regarding this matter, please do not hesitate to contact us.
