-REVISED TECHNICAL SPECIFICATION CHANGE REQUEST - ALTERNATE SHUTDOWN SYSTEM

-Attached is a revised request for change to the Big Rock Point Technical Specifications. This change request supersedes our change request dated December 17, 1986.

Further review has determined that the previously proposed operability require-ments for the alternate shutdown battery are overly restrictive in that the battery is not necessarily required to be operable to establish containment integrity for the main steam line.

Situations can arise (such as alternate shutdown-battery service or discharge testing) where the battery may be inoperable for extended periods.

In these situations, reliance can be placed on the MSIV in an already closed position or on other methods of isolating the main steam line to maintain containment integrity. The other functions performed by the alternate shutdown battery are also not required during-refueling and shutdown operation. Therefore, it is not necessary to maintain the alternate shutdown battery operable during refueling or shutdown operation as long as containment integrity is established.

These proposed changes add technical specification operability and surveil-lance requirements for the alternate shutdown system installed in accordance with Appendix R to 10CFR50 as required by Item 8(j) of Generic Letter 81-12.

This change request also includes proposed technical specifications for the active fire barriers and the fire detection instrumentation for the new Auxiliary Shutdown Building.

Pursuant to 10CFR170.12(c) a check in the amount of $150.00 was attached to our September 30, 1985, submittal, hence no fee is remitted with this submittal.
