This refers to the evaluation we conducted of the activities at the Vermont Yankee
Nuclear Power Station for the ' period of November 1,1984
-October 18, 1985 and
discussed with members of your staff on January 10, 1986 at a meeting in Vernon,
Vermont. The list of meeting attendees is attached as Enclosure 1.
The NRC Region
I SALP Report is provided as Enclosure 2.
Our letter of December 31, 1985 (En -
closure 3) forwarded the SALP Board Report and solicited comments within 30 days
of our meeting.
As discussed during the January 10 meeting and subsequently docu-
mented in your February 12, 1986 letter (Enclosure 4), you provided additional
comments on our report.
With respect to your comment on Section IV.A.1, Operations, as you noted, the AEOD
evaluation of LER quality has been discussed extens~ively with our SeniorLResident
Inspector by VY personnel; this evaluation was only a minor factor in our overall
evaluation of this functional area. Your comments on Section IV.B.1.2, Radioac.tive
Waste Management and Effluent Controls, and Section IV.E.1, Emergency Preparedness,
regarding points requiring clarification have been reflected in our amended report
(Pages 13 and 22); they did not directly affect oar. ratings in these areas.

Similarly, we welcome your comments regarding the Emergency Preparedness rating
'
and your general comments; however, they also do not directly affect our ratings.
Our overall assessment of your facility concludes that performance remained gen-
erally consistent throughout this assessment period as compared to the past as-
sessment period.
Although performance in each functional area is at_least satis-
factory, we know that Vermont Yankee shares our goal of even higher performance
levels.
In order to achieve such goals, we continue to urge VY management to be
more aggressive in self evaluation, and more open and receptive to opportunities,
whether identified internally or by external organizations, for further improvement.
We consider that our meeting and subsequent interchange of information were bene-
ficial and improved mutual understanding of your activities and our regulatory
program.
